UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a latest study of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in England stated that 60% of councils are intending to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and open spaces to shore up their finances, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition noted that a significant number of councils attempting to generate funds from a quick sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and utilising financial reserves to weather growing financial challenges.”

Detailed Examples of Planned Disposals

Medway Council in southeast England said its property management strategy included the disposal of a retail complex in Rainham and a social club in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Council Tax Rises and Wider Fiscal Pressures

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will have to raise council taxes next spring to address the rising cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

The authority explained it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these require time to achieve both improved services and cost efficiency,” said Vince Maple.

He added: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

Research of county councils recently further found local finances being stretched by the increasing figures of children and older individuals requiring Send support.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the Send system until next year after a policy document outlining those changes has been postponed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the 2025 IMD measures,” noted the report.

“Although only one key city is in the top 10 for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of the nation. The figures highlights the scale of difficulties facing municipal officials across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and need,” said a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the last year, the survey found.
